An indoor rower generally consists of a flywheel connected to a chain, and then a handle. The exerciser sits on a gliding seat, and to use the rowing machine, pushes with his legs to move his body away from the flywheel, then, once his legs are extended, pulls the handle with his arms and back.
Competitive rowers typically use indoor rowing machines that use air resistance to simulate the resistance the water provide in real rowing.
